145.A.47 requires the organisation to have a production planning system appropriate to the amount and complexity of work, ensuring that all maintenance tasks can be completed safely without undue time pressure on personnel.
What it means in practice
The organisation must plan its maintenance work so that all required resources, including personnel, tools, equipment, components, maintenance data, and facilities, are available when needed. The planning system must account for the expected duration of tasks and ensure that realistic time allocations are made. This is not just a logistical requirement; it is directly linked to safety because inadequate planning leads to time pressure, which is a known contributing factor in maintenance errors.
Production planning must also consider the coordination between different teams and shifts, particularly for base maintenance inputs where multiple tasks are performed simultaneously. Handover procedures between shifts must be part of the planning to ensure continuity and prevent tasks from being overlooked.
Key requirements
The organisation must have a production planning system that ensures all maintenance, including scheduled and unscheduled work, is properly planned. The plan must take account of the availability of personnel, facilities, tools, equipment, components, and data. Shift handover procedures must be established to ensure proper communication of work status. The system must be adequate to prevent any single individual or team from being subjected to undue workload pressure.
Common compliance gaps
The most common gap is unrealistic planning that does not account for the actual time required to complete tasks safely. This is frequently found during base maintenance checks where additional findings increase the workload but the schedule is not adjusted. Poor shift handover is another persistent issue, where incomplete communication leads to tasks being repeated or, more dangerously, being missed entirely.
