145.A.80 states that a Part 145 organisation may only maintain aircraft or components for which it is approved, and must ensure that any limitations specified on the approval certificate or in the MOE are strictly observed.
What it means in practice
Whereas 145.A.75 defines what the organisation is permitted to do, 145.A.80 defines the boundaries. Limitations may be applied by the competent authority on the approval certificate, or the organisation may define its own limitations in the MOE. For example, an organisation approved for base maintenance on a particular aircraft type might have a limitation excluding engine removal and installation if it lacks the necessary facilities or expertise.
The organisation must actively manage its limitations to prevent work being undertaken outside the approved scope. This is particularly important when customer requests or operational pressures push the organisation toward work that is close to but outside its authorised capability.
Key requirements
The organisation must not maintain any aircraft or component outside the terms of its approval and any stated limitations. Where limitations apply, the organisation must have procedures to ensure that personnel are aware of them and that work orders are reviewed against the approved scope before being accepted. Any change to limitations, whether imposed by the authority or self-declared, must be managed through the MOE amendment process.
Common compliance gaps
The most common gap is inadequate awareness of limitations among planning and production staff. Work may be accepted and scheduled without a proper check against the approval scope and its limitations. This risk increases when an organisation holds multiple ratings with different limitations applied to each, making it harder for personnel to keep track of exactly what is and is not permitted.
