When VOL appears in manual control, it usually means volume: for example a specific volume of an operations manual, maintenance manual, or training manual. In that use, it is a document-structure shorthand.

In safety and compliance language, VOL may mean voluntary, especially in reporting, safety promotion, or participation schemes that go beyond mandatory obligations. The same letters therefore carry two very different meanings depending on whether the document is about documentation structure or about safety behaviour.

What EASA says

EASA regulates the manuals and records that may be organised into volumes, and the wider EU aviation framework also includes mandatory and voluntary reporting concepts, but VOL itself is not a formal defined abbreviation in the main continuing airworthiness or air operations rules. Where the intended meaning is voluntary reporting, the relevant legal framework sits in occurrence reporting law rather than in the shorthand.

Common confusion / Common mistakes

The main error is assuming the meaning from the letters alone. "VOL 2" in a manual index almost certainly means volume. "VOL reporting" in a safety discussion may mean voluntary reporting.

Another mistake is treating voluntary reporting as informal or optional in a safety-management sense. Even when a report is voluntary under the reporting framework, the organisation still has to manage the information through its safety processes once it receives it.
