145.A.10 defines the scope of Part 145, establishing that it applies to any organisation performing maintenance on aircraft and aircraft components, and sets out the conditions under which an approval must be obtained from the competent authority.

What it means in practice

Part 145 applies to every organisation that carries out maintenance, including line and base maintenance, on aircraft or components intended for installation on aircraft subject to Regulation (EU) 2018/1139. If your organisation performs such work and wants to release it to service, you need a Part 145 approval from the competent authority of the Member State where the organisation is based, or from EASA if located outside the EU.

The scope also clarifies the boundary between Part 145 and other Parts. For example, a manufacturer performing maintenance under its production approval would be governed by Part 21, not Part 145, unless the work falls outside that privilege. Understanding which regulation applies to your specific activities is the first step toward compliance.

Key requirements

The organisation must hold a valid Part 145 approval before it may certify maintenance work as complete. The approval is issued by the competent authority after an assessment that the organisation meets all applicable requirements of Part 145. The regulation also makes clear that maintenance includes overhaul, repair, inspection, replacement, modification, and defect rectification.
