145.A.15 requires that an organisation seeking a Part 145 maintenance organisation approval must submit a formal application to the competent authority in a form and manner established by that authority.
What it means in practice
Before any maintenance approval can be granted, the applicant organisation must complete and submit the required application form to the competent authority. For organisations within the EU, this is the national aviation authority of the Member State in which the organisation has its principal place of business. For organisations outside the EU, the application is submitted to EASA directly.
The application must specify the scope of work for which approval is sought, defined by aircraft type, component category, and the type of maintenance to be performed. This means the organisation must have a clear understanding of what work it intends to carry out before applying.
Key requirements
The application must be submitted in a form and manner acceptable to the competent authority. It must include full details of the proposed maintenance activities, the facilities available, the personnel, and the Maintenance Organisation Exposition (MOE). The competent authority will use this information to plan and carry out its initial assessment of the organisation.
Common compliance gaps
Organisations sometimes submit incomplete applications or fail to clearly define the intended scope of work. Vague or overly broad scope statements slow down the approval process because the competent authority cannot assess compliance without knowing exactly what maintenance activities the organisation plans to perform.
