What it means in practice

An approved Part 147 organisation must continuously meet all the requirements of Part 147 throughout the period of its approval. This is not a one-time demonstration at the point of initial approval; the organisation must have systems and processes in place to ensure ongoing compliance. The accountable manager carries ultimate responsibility for ensuring the organisation meets its regulatory obligations.

The regulation also requires that the organisation make its facilities, personnel, records, and any relevant data available to the competent authority for inspection at any reasonable time. This means the organisation must be prepared for both scheduled and unannounced audits.

Key requirements

The organisation must appoint an accountable manager who has corporate authority to ensure that all training and examination activities comply with Part 147. Adequate financial and human resources must be available. The organisation must also hold and maintain a Maintenance Training Organisation Exposition (MTOE) that describes how it meets each applicable requirement.

Common compliance gaps

A recurring finding is that the accountable manager is not sufficiently engaged with the training organisation's regulatory obligations, treating the role as a formality rather than a genuine leadership responsibility.
