147.A.15 requires an organisation seeking Part 147 approval to submit a formal application to the competent authority, including the Maintenance Training Organisation Exposition and details of the intended training scope.
What it means in practice
Before an organisation can be approved under Part 147, it must submit a complete application package to its competent authority. This includes the completed application form, the MTOE, and supporting documentation that demonstrates the organisation has the facilities, personnel, equipment, and procedures necessary to deliver the training courses and examinations for which approval is sought.
The competent authority uses the application to plan its assessment of the organisation. Incomplete or unclear applications will delay the approval process, so it is important that the application accurately and fully describes the intended training activities.
Key requirements
The application must clearly define the scope of training courses and examinations the organisation intends to conduct. It must be submitted in a form and manner acceptable to the competent authority, accompanied by the MTOE. The competent authority will assess the application against all Part 147 requirements before granting approval.
Common compliance gaps
Applicant organisations frequently submit MTOEs that are generic or copied from templates without being tailored to their specific operations. This leads to delays in the approval process because the competent authority cannot verify compliance against procedures that do not reflect the actual training environment.
