147.A.05 defines the scope of Part 147, establishing that it applies to any organisation seeking approval to conduct maintenance training and examinations as specified in Part 66.
What it means in practice
Part 147 applies to organisations that want to provide approved basic training courses, approved type and task training courses, and associated examinations for aircraft maintenance personnel as required by Part 66. If your organisation intends to issue training certificates or conduct examinations that are recognised for Part 66 licensing purposes, you must hold a Part 147 approval from the competent authority.
The scope distinguishes between basic training leading to Part 66 licence eligibility and type or task training that supports type rating endorsements. An organisation may hold approval for one or both categories depending on its capabilities and intended training activities.
Key requirements
The organisation must obtain approval from the competent authority of the Member State in which it is located, or from EASA if situated outside the EU. The approval must specify the types of training courses and examinations the organisation is authorised to conduct. All training and examination activities must fall within the approved scope.
Common compliance gaps
Organisations sometimes deliver training that extends beyond their approved scope, particularly when introducing new aircraft types or expanding into task training without first obtaining the necessary approval amendment. Another common issue is a lack of clarity about which training outputs carry regulatory recognition and which do not.
