147.A.75 defines the privileges granted to an approved Part 147 organisation, including the ability to conduct approved training courses and examinations and to issue recognised training certificates.
What it means in practice
A Part 147 approved organisation may conduct the basic and type or task training courses specified in its approval and issue training certificates that are recognised for Part 66 licensing purposes. It may also conduct basic and type or task examinations and issue corresponding examination certificates. These privileges are a direct benefit of holding the approval and give the organisation's outputs regulatory recognition.
Training and examination certificates issued by a Part 147 organisation are accepted by competent authorities across EASA Member States, providing mutual recognition that benefits both the organisation and its students.
Key requirements
The organisation may only exercise its privileges within the scope defined on EASA Form 11. Certificates must be issued using the formats specified in the regulation. The organisation must ensure that privileges are only exercised when all applicable Part 147 requirements continue to be met.
Common compliance gaps
Organisations sometimes issue training or examination certificates for activities that fall outside their approved scope, or continue to exercise privileges during periods when they are not in full compliance with Part 147 requirements. Certificates issued using incorrect formats or missing required information are also a recurring finding.
