147.A.25 requires the training organisation to have classrooms, workshops, and practical training facilities that are adequate for the scope of training courses offered, including appropriate environmental conditions.
What it means in practice
The organisation must provide classrooms sized appropriately for the number of students on each course, with adequate lighting, ventilation, heating, and noise control to support effective learning. For practical training, workshops must be equipped and arranged so that students can carry out the practical elements specified in the training course syllabus. Where aircraft access is required for training, suitable arrangements must be in place.
Examination rooms must be separate from training areas and must provide conditions that allow students to complete examinations without disturbance or the possibility of copying. The facilities must also include adequate office and administrative space for instructors and support staff.
Key requirements
Classrooms must accommodate the maximum number of students without overcrowding. Practical training workshops must contain representative aircraft components, tooling, and equipment relevant to the approved courses. Examination rooms must provide a controlled, supervised environment. All facilities must be maintained in a condition that supports their intended purpose.
Common compliance gaps
A frequent finding is classrooms that are too small for the number of students enrolled, or practical workshops that lack sufficient equipment for all students to gain hands-on experience. Another common gap is examination rooms that are not adequately separated from training areas, creating the risk of disturbance or compromise of exam integrity.
