147.A.100 requires that basic training courses follow the modular syllabus structure defined in Part 66 Appendix I, with each module covering the specified subjects at the required knowledge level for the licence category.
What it means in practice
The basic training syllabus is divided into modules that correspond to the subject areas defined in Part 66 Appendix I. Each module must be taught to the knowledge level required for the specific licence category. For example, Module 1 (Mathematics) requires different depth of coverage for Category A versus Category B1 or B2. The organisation must plan its course content, lesson plans, and training materials to ensure full coverage of each module at the correct level.
The organisation has flexibility in how it delivers the training, including the sequence of modules and teaching methods, but it must cover all required content and meet the minimum duration requirements. Any deviation from the standard syllabus must be justified and approved.
Key requirements
All modules specified in Part 66 Appendix I for the relevant licence category must be included. Content must be taught at the correct knowledge level. Minimum training durations must be met. Lesson plans must demonstrate traceability to the syllabus requirements. The organisation must maintain training materials that are current and technically accurate.
Common compliance gaps
Organisations frequently have difficulty demonstrating that all syllabus topics within a module have been covered to the correct depth. Lesson plans that lack sufficient detail or traceability to the regulatory syllabus are a recurring audit finding. Training materials that have not been updated to reflect current regulatory amendments or technological developments are another common issue.
