147.A.40 requires the training organisation to have sufficient equipment, tools, and materials to conduct the practical elements of approved training courses, representative of the technology used on the aircraft types covered.

What it means in practice

The organisation must provide training equipment and tooling that allows students to develop the practical skills specified in the course syllabus. This includes representative aircraft components, systems, and structures, as well as standard and specialist tooling. Where actual aircraft are used for practical training, they must be available and accessible in a condition that supports the training objectives.

Training aids such as cutaway components, simulators, and computer-based training systems may supplement hands-on equipment but cannot fully replace physical practical experience where the syllabus requires it.

Key requirements

Equipment and tools must be representative of the technology and systems covered by the approved courses. There must be sufficient quantities to ensure each student receives adequate hands-on time. Tools and equipment must be maintained in a serviceable condition. The organisation must keep an inventory of training equipment and ensure it remains current as course content evolves.

Common compliance gaps

Training organisations frequently allow equipment to become outdated, particularly when newer aircraft types are added to the course scope but the practical training equipment is not updated to reflect current technology. Insufficient quantities of equipment, resulting in students waiting rather than practising, is another recurring finding.
