CAMO.A.005 defines the scope of Part-CAMO, establishing that it applies to any organisation involved in the continuing airworthiness management of aircraft and their components, including the issuance of airworthiness review certificates.

What it means in practice

Part-CAMO applies to every organisation that manages the continuing airworthiness of aircraft subject to Regulation (EU) 2018/1139. This includes ensuring aircraft remain in an airworthy condition throughout their operational life by managing maintenance programmes, coordinating maintenance activities, and conducting airworthiness reviews. If your organisation performs these functions, you need a Part-CAMO approval from the competent authority of the Member State where your principal place of business is located.

The scope distinguishes Part-CAMO from other regulatory frameworks. While Part-145 governs the actual execution of maintenance, Part-CAMO governs the management and oversight of continuing airworthiness. Understanding this boundary is essential to ensure that your organisation holds the correct approval for the activities it performs.

Key requirements

The organisation must hold a valid Part-CAMO approval before it may manage the continuing airworthiness of aircraft or issue airworthiness review certificates. The regulation applies to all aircraft registered in EU Member States, regardless of whether the aircraft is used for commercial air transport, specialised operations, or non-commercial operations with complex motor-powered aircraft.

Common compliance gaps

A frequent issue is organisations performing continuing airworthiness management tasks without recognising that a Part-CAMO approval is required. This often occurs in smaller operators who manage their own fleet maintenance coordination without realising that these activities fall within the scope of Part-CAMO rather than being a simple owner responsibility.
