CAMO.A.035 sets out the qualification, experience, and authorisation requirements for staff who conduct airworthiness reviews and issue airworthiness review certificates on behalf of the organisation.
What it means in practice
Airworthiness review staff are the individuals authorised by the organisation to conduct physical surveys of aircraft and reviews of continuing airworthiness records, culminating in the issuance of an airworthiness review certificate (ARC). These staff members must hold specific qualifications: they need at least five years of experience in continuing airworthiness, hold an appropriate Part-66 aircraft maintenance licence or an aeronautical degree with equivalent experience, and occupy a position within the approved organisation.
The organisation must maintain a list of authorised airworthiness review staff, specifying the scope of their authorisation. This authorisation can only be issued after the staff member has satisfactorily completed an airworthiness review under the supervision of the organisation, and the competent authority has been informed.
Key requirements
Airworthiness review staff must have completed relevant training covering Part-CAMO requirements, applicable airworthiness regulations, and the organisation's procedures. Their authorisation must be limited to aircraft types or groups for which they have demonstrated adequate knowledge and experience. Recurrent training and assessment are required to maintain the authorisation.
Common compliance gaps
Organisations frequently fail to maintain adequate records demonstrating that airworthiness review staff meet all qualification requirements, particularly regarding the five-year experience criterion. Another common finding is authorising staff on aircraft types for which they have insufficient practical experience, or failing to conduct regular assessments to verify ongoing competence.
