CAMO.A.080 defines the classification and response requirements for findings raised by the competent authority against a Part-CAMO organisation, distinguishing between level 1 and level 2 findings.

What it means in practice

When the competent authority identifies non-compliance during an audit or investigation, it raises a finding. Level 1 findings represent significant non-compliance that lowers the safety standard and seriously hazards the airworthiness of aircraft. Level 2 findings are any non-compliance with Part-CAMO requirements that is not classified as level 1. The classification determines the urgency and nature of the required response.

Upon receiving a finding, the organisation must identify the root cause, define a corrective action plan, and demonstrate implementation within the timeframes specified by the competent authority. For level 1 findings, immediate action may be required, and the competent authority may limit, suspend, or revoke the approval in whole or in part until the corrective action has been verified.

Key requirements

For level 1 findings, the organisation must take immediate action as agreed with the competent authority, and the approval may be limited, suspended, or revoked. For level 2 findings, the competent authority grants a compliance period appropriate to the nature of the finding, normally not exceeding three months but extendable in justified cases. The organisation must submit a root cause analysis and corrective action plan within the specified timeframe.

Common compliance gaps

Organisations frequently address the immediate symptom of a finding without conducting adequate root cause analysis, leading to recurrent findings on the same topic. Another common issue is failing to implement corrective actions within the agreed timeframes, which can result in a level 2 finding being escalated to level 1.
