CAMO.A.100 requires the organisation to establish, implement, and maintain a management system that includes clearly defined lines of responsibility, a safety policy, risk management, compliance monitoring, and a process for continuous improvement.
What it means in practice
The management system is the framework through which the organisation ensures that all its activities are performed safely and in compliance with applicable requirements. It must include a clear organisational structure with defined responsibilities, a safety policy endorsed by the accountable manager, a process for identifying hazards and managing risks, a compliance monitoring function, and a process for managing change. The scale and complexity of the management system should be proportionate to the size and complexity of the organisation.
For larger organisations, the management system will typically include a formal safety management system (SMS) with structured hazard identification, risk assessment, and safety performance monitoring. Smaller organisations may use a simplified approach, but must still demonstrate that they have processes to identify safety risks and ensure compliance.
Key requirements
The management system must include a safety policy, risk management processes, compliance monitoring, safety performance indicators and targets, a training and communication programme, and a formal process for managing organisational changes. The accountable manager is responsible for ensuring the management system is properly resourced and functioning effectively.
Common compliance gaps
A common gap is implementing a management system that exists on paper but is not actively used in day-to-day operations. Organisations sometimes develop elaborate documentation to satisfy audit requirements without embedding the safety management principles into their working culture. Another frequent finding is a risk management process that does not lead to meaningful corrective or preventive actions.
