CAMO.A.105 requires the organisation to have sufficient and competent personnel to operate its management system, including staff for compliance monitoring, safety management, and continuing airworthiness management functions.

What it means in practice

The organisation must ensure that it has enough staff with the appropriate qualifications, knowledge, and experience to support all elements of the management system. This includes personnel for compliance monitoring who are independent of the functions they audit, safety management personnel who can conduct hazard identification and risk assessments, and continuing airworthiness staff who manage the day-to-day tasks.

Training is a key element. All personnel must receive initial and recurrent training relevant to their role within the management system. The organisation must maintain a training programme that ensures staff remain competent and up to date with regulatory changes, organisational procedures, and relevant technical developments.

The organisation must establish and document the competency requirements for each position, maintain a training programme, and keep records of all training completed. The compliance monitoring function must be staffed by personnel who are not directly involved in the activities being monitored, to ensure independence and objectivity.
