147.A.30 requires the training organisation to employ sufficient personnel with the knowledge, training background, and experience necessary to deliver training and conduct examinations to the standard required by Part 66.
What it means in practice
The organisation must have enough qualified instructors, examiners, and support staff to deliver all approved courses without compromising training quality. This includes administrative personnel who manage student records, course scheduling, and examination logistics. The instructor-to-student ratio must be appropriate for both theoretical and practical training elements.
Personnel requirements also extend to management. The organisation must nominate senior persons responsible for training standards, examination standards, and quality. These roles may be combined in smaller organisations, but the individuals must have the competence and authority to fulfil their responsibilities.
Key requirements
The organisation must demonstrate that it has an adequate number of instructors and examiners for the volume of training delivered. All personnel involved in training and examination must have appropriate qualifications and experience. A quality manager must be appointed to monitor compliance with Part 147 requirements and the adequacy of training delivery.
Common compliance gaps
Organisations frequently rely on too few instructors, creating bottlenecks when instructors are absent or when course demand increases. Succession planning for key personnel such as the quality manager or senior examiner is often inadequate, leaving the organisation vulnerable to non-compliance if a key individual departs.
