147.A.35 sets out the qualification and experience requirements for instructors who deliver approved training courses and examiners who conduct approved examinations under Part 147.
What it means in practice
Instructors delivering theoretical knowledge training must have a thorough understanding of the subjects they teach and the ability to communicate that knowledge effectively. Practical training instructors must additionally have hands-on experience relevant to the practical elements they are teaching. Examiners must be independent from the training delivery for the subjects they examine, meaning the person who teaches a module should not examine it unless the organisation can demonstrate adequate safeguards.
The organisation must ensure that instructors and examiners receive initial training in instructional techniques and that they maintain their competence through continuation training and regular assessment of their teaching or examining performance.
Key requirements
Knowledge instructors must possess technical qualifications or demonstrated expertise in the subjects they teach. Practical instructors must have current or recent hands-on maintenance experience. Examiners must understand the examination standards and procedures and must not examine subjects they have directly taught unless controls are in place. All instructors and examiners must be listed in the organisation's records with their qualifications and scope of authorisation.
Common compliance gaps
A common finding is instructors who lack recent practical experience being assigned to deliver practical training elements. Another frequent issue is inadequate separation between instruction and examination, with the same individual both teaching and examining a module without any compensating oversight or quality checks in place.
