CAMO.A.030 requires the organisation to appoint an accountable manager and nominate persons responsible for the management of continuing airworthiness, compliance monitoring, and safety management.

What it means in practice

The organisation must have an accountable manager who has corporate authority to ensure that all continuing airworthiness management activities are performed to the required standard and that the organisation is adequately resourced. In addition, the organisation must nominate persons responsible for key functions including continuing airworthiness management, compliance monitoring, and safety management. These nominated persons must be acceptable to the competent authority.

The regulation also requires that the organisation employs sufficient qualified staff to plan, perform, supervise, and certify the continuing airworthiness management tasks within its approved scope. Staff must have appropriate knowledge, background, and experience relevant to their assigned duties.

Key requirements

The accountable manager must have a direct reporting line to the highest level of the organisation. Nominated persons must demonstrate adequate knowledge, background, and satisfactory experience related to continuing airworthiness management. The competent authority may interview nominated persons as part of the approval or oversight process to verify their competence.

Common compliance gaps

A frequent finding is nominated persons who hold the title but lack the time or authority to fulfil their responsibilities effectively, particularly in smaller organisations where individuals hold multiple roles. Another gap is insufficient evidence of competence, such as missing training records or inadequate experience documentation for nominated personnel.
