CAMO.A.045 requires the organisation to ensure that all maintenance it arranges is carried out by an appropriately approved maintenance organisation, and that a written maintenance contract is in place defining the work to be performed.
What it means in practice
When a Part-CAMO organisation arranges maintenance for managed aircraft, it must ensure the maintenance organisation holds a valid Part-145 or Part-M Subpart F approval appropriate to the work being performed. A written contract must be established between the CAMO and the maintenance organisation, clearly defining the maintenance tasks to be carried out, the responsibilities of each party, and the applicable standards and procedures.
The CAMO retains overall responsibility for ensuring that the maintenance is performed correctly and in accordance with the approved maintenance programme, even though the physical work is performed by a separate organisation. This means the CAMO must have processes for monitoring the quality of contracted maintenance.
Key requirements
A written maintenance contract must be in place before work commences. The contract must define the scope of work, specify the maintenance data to be used, and establish how work orders are raised and certificates of release to service are issued. The CAMO must verify that the contracted maintenance organisation holds the appropriate approval for the work being performed.
Common compliance gaps
A common finding is maintenance contracts that are too vague or do not adequately define the division of responsibilities between the CAMO and the maintenance organisation. Another frequent issue is failure to verify that the contracted organisation's approval scope covers the specific work being requested, particularly for specialised tasks or repairs.
