CAMO.A.110 requires the organisation to ensure that when it contracts any part of its continuing airworthiness management activities, the contracted organisation works under the CAMO's management system and the CAMO retains accountability.
What it means in practice
A Part-CAMO organisation may contract certain continuing airworthiness management tasks to other organisations, but it must retain full accountability for the quality and compliance of those tasks. The contracted activities must be carried out under the CAMO's procedures and management system oversight. A written agreement must define the scope of contracted work and the responsibilities of each party.
This is distinct from contracted maintenance under CAMO.A.045. Here, the contracting relates to management activities rather than physical maintenance work. Examples include contracting out reliability monitoring, record-keeping functions, or airworthiness data management to a specialist service provider.
Key requirements
A written agreement must be in place defining the contracted activities, the applicable procedures, and the oversight arrangements. The CAMO must include the contracted activities within its compliance monitoring programme. The contracted organisation must work in accordance with the CAMO's CAME procedures, and the CAMO must ensure the contracted organisation has the competence to perform the contracted tasks.
Common compliance gaps
A common gap is contracting out management activities without establishing adequate oversight arrangements, effectively losing visibility of how the contracted tasks are being performed. Another frequent finding is the absence of a formal written agreement, or an agreement that does not clearly define the scope, responsibilities, and oversight mechanisms.
