CAMO.A.070 requires the organisation to notify the competent authority of any planned changes that affect the terms of the approval, and to obtain prior approval for changes that require it.

What it means in practice

Any change that may affect the organisation's compliance with Part-CAMO must be notified to the competent authority. Changes that require prior approval include changes to the accountable manager, nominated persons, the scope of the approval, and the principal location of the organisation. The organisation must submit the proposed changes along with the corresponding amendment to the CAME and wait for formal approval before implementing them.

Other changes that do not require prior approval, such as minor procedural updates or changes to non-key staff, must still be managed through the organisation's internal change management process and reflected in the CAME. The competent authority must be notified of these changes as well, though the organisation may implement them without waiting for approval.

Key requirements

Prior approval is mandatory for changes to the accountable manager, nominated persons, organisational structure affecting the division of responsibilities, and the location of the principal place of business. The organisation must submit an amended CAME for review before these changes take effect. For other changes, notification is sufficient, but the competent authority retains the right to object.

Common compliance gaps

Organisations sometimes implement changes before receiving competent authority approval, particularly when there is commercial pressure to act quickly. A common example is appointing a new nominated person and allowing them to exercise their role before the competent authority has accepted the appointment, which technically means the organisation is operating without an acceptable nominated person.
